The Department of Homeland Security said on Wednesday it still has not made a decision on whether to waive a nearly century-old shipping law that some say is hampering relief efforts in hurricane-ravaged Puerto Rico. The Jones Act, otherwise known as the Merchant Marine Act of 1920, requires goods shipped between American ports to be carried out exclusively by ships built primarily in the United States, and to have U.S. citizens as its owners and crews.

The measure will significantly help recovery efforts in Puerto Rico and it covers all products being shipped to the island. According to the Department of Homeland Security, it will be in effect for 10 days and then it can be renewed if needed. The waiver guarantees the needed equipment to repair infrastructure damaged by the storm and restore emergency services.

The Jones Act, otherwise known as the Merchant Marine Act of 1920, requires goods shipped between American ports to be carried exclusively by ships built primarily in the United States, and to have U.S. citizens as its owners and crews.

The prohibitive Jones Act has been waived by President Donald Trump in order for Puerto Rico to receive desperately needed Hurricane Maria relief. Under the Jones Act, non-American ships are prohibited from transporting goods from one American port to another. The announcement was first made Thursday morning by White House press secretary Sarah Sanders, who tweeted the news. According to Acting Department of Homeland Security Secretary Elaine Duke, the waiver will be in effect for 10 days.

Puerto Rico Governor Ricardo Rossello said on Wednesday he expected the federal government to waive the Jones Act, which would lift restrictions on ships that can provide aid to the island devastated by Hurricane Maria.
He said he has been speaking with members of Congress from both parties who have supported an emergency waiver.
“We expect them to waive it,” Rossello said in an interview with CNN.
